Clifford P. Owens, Esq.
Clifford P. Owens graduated magna cum laude from the State University at Oswego
in 1986. At Oswego, he was President of the Pre-Law Society.
Accepted at Syracuse University School of Law, he graduated in 1990 with honors.
While at Syracuse, he was selected for its prestigious Trial Advocacy Program
and was first runner up in a state wide competition held in New York City
prevailing over many other law schools including Yale Law School. In
addition, he became the research assistant for Professor Travis Lewin who
subsequently became Dean of the Law School.
In 1991, Mr. Owens was named an Assistant District Attorney for Tompkins County. His special assignment over the next nine years was that of narcotics prosecutor. While in Tompkins County, Mr. Owens prosecuted over five hundred cases.
In 2000, Mr. Owens became an Assistant District Attorney for the County of Monroe. During that time, Cliff was named Special Assistant District Attorney assigned to the Major Felony Bureau. In this position, he successfully tried the most violent felony offenders in Monroe County including murderers, rapists and bank robbers, to name a few.
Intimately familiar with DWI, Mr. Owens has tried hundreds of DWIs, including felonies, with a conviction rate of over 90%.
In addition to his tremendous trial experience, Mr. Owens has also taught police officers in Monroe and Tompkins County, having lectured at their respective police academies, has lectured on numerous occasions at Cornell Law School and has lectured on SPCA enforcement for which he was named Tompkins County SPCA Man of the Year.
